GPSR Compliance Guide

The General Product Safety Regulation (EU 2023/988) is the most significant update to EU product safety law in over 20 years. It replaces the GPSD and introduces new obligations for all economic operators.

GPSR has been in force since December 13, 2024. All products placed on the EU market must comply with its requirements, including traceability information and updated documentation.

What is GPSR?

The General Product Safety Regulation (GPSR) is EU Regulation 2023/988, adopted in May 2023 to modernize EU product safety rules for the digital age. It replaces the General Product Safety Directive (GPSD) 2001/95/EC.

GPSR applies to all consumer products not covered by sector-specific legislation (like toys, electronics, or medical devices). It introduces new requirements for product traceability, online sales, and responsibilities for all economic operators in the supply chain.

Products must have traceability information including manufacturer details, product identifiers, and batch numbers.

Obligations by Economic Operator

Manufacturers

  • Remove unsafe products upon notification
  • Cooperate with market surveillance authorities
  • Inform consumers of product recalls

Traceability Requirements

Under GPSR, all products must bear the following information on the product or packaging:

Manufacturer name and postal/electronic address
Product type, batch, or serial number
Importer contact details (if applicable)
Warning information in consumer language
EU Responsible Person details (for non-EU manufacturers)
Digital traceability via QR code or data carrier
